Questioned on the reasons for the delay, Wenger revealed there were a number of issues he was having to contend with.
"You have to identify the players, agree with clubs to get them out, agree the fee," he explained.
"That means they have to agree with you and they have to find another player before they release their players.
"In England, it is a lot more difficult to move during the summer because some people are not there.
"It's all kinds of things you meet during the transfer market. But I can understand the impatience of people."
Asked if Arsenal were close to a new signing, he added: "No, not at the moment.
"We hope to give you some good news soon. Next week, something might happen."
